ELECTION BRIEFS: Prop. 71 — Changing the start date for ballot initiatives

If passed, Proposition 71 would impose a five-day waiting period after all votes have been fully counted and the election has been certified by the Secretary of State for voter-approved ballot measures to go into effect. Cal Poly Pomona History Professor Emeritus Ralph Shaffer had raised concerns about the current way ballot measures go into effect, prompting the proposed law to be drafted.
