El Salvador's Ambassador to the Organization of the American States Visits Campus


The Economics Department and Economics Club will host Luis Menendez-Leal Castro, El Salvador's ambassador to the Organization of the American States (OAS), as a guest speaker on Feb. 20 and Feb. 21.The free symposiums will focus on two different topics, as well as a question-answer session.

On Wednesday, Feb. 20 at 6 p.m. in Building 9, Room 243, Menendez-Leal Castro will talk about the cooperation agreement between Central America and the European Union. This will concentrate on challenges and opportunities for El Salvador.

On Thursday, Feb. 21 at noon in Building 9, Room 283, the OAS ambassador will discuss the Inter-American system and the summit process, which will highlight the new hemispheric order for El Salvador in the globalization era. Later that evening, Menendez-Leal Castro will conduct an informal question-answer session and informational review about OAS. This will take place at 6 p.m. in Building 1, Room 306.

The OAS brings together the nations of the Western Hemisphere to strengthen cooperation on democratic values, defend common interests and debate the major issues facing the region and the world. It is the region's principal multilateral forum for strengthening democracy, promoting human rights and confronting shared problems such as poverty, terrorism, illegal drugs and corruption.

This organization plays a leading role in carrying out mandates established by the hemisphere's leaders through the Summits of the Americas. The Summits of the Americas Process now guides the work of the OAS, which in turn ensures that presidential initiatives are synchronized with national and regional actions and programs.

A career diplomat by design, Menendez-Leal Castro joined the Salvadoran Foreign Service almost three decades ago, accumulating 25 years of multilateral experience plus four years of bilateral assignments. He studied political science and international relations in Salvadoran universities and took postgraduate courses at the Diplomatic School of Spain.  

During his tenure before the Organization of the American States as El Salvador's Deputy Head of Mission, he has been involved in many negotiations. Currently, he represents his country in the negotiations of the Social Charter of the Americas, aimed at strengthening the OAS's commitment toward democracy, development and fight against poverty. Now, he is also involved in political dialogue on migratory issues.
